SAN ANGELO, Texas (Concho Valley Homepage) — The San Angelo City Council has approved its agreement with the San Angelo Police Officers Coalition to implement a new payment plan to increase officers' pay. Here's what happens next and how much officers can expect to be paid in the future.

SAPOC representatives attended the City Council's Sept. 17 meeting to present the adjusted plan. The City Council approved the plan with a 7-0 vote.

"I think both sides are to be applauded for their efforts in working this," District Six Councilmember Larry Miller said. "This is a tough thing to do every year, and you guys have done a marvelous job of it."

According to the City Council's agenda for the meeting, the plan will be effective from Oct. 1, 2024, through Dec. 31, 2025. It is designed to be cost-neutral, reallocating funding from unfilled positions within the SAPD to supplement the increased pay.

The agenda stated that the new agreement will include the following effects:

  • Increased pay for officers within current budgetary limits
  • Additional add pay for specialized duties
  • Increased lateral transfer opportunities
  • Modifications to the assessment center process
  • Freezing of six vacant officer positions to help supplement pay

The agenda also offered a list of what the new pay for SAPD officers will be. According to the agenda, the updated pay plan is as follows:

The agenda stated that on-call response overtime will be paid at 150% and be eligible for FLSA overtime. Overtime will be capped at a budgeted amount, and once this value is exceeded, on-call response overtime will be converted to call-out pay. Any expenses that exceed the budgeted amount will need to be funded through the police operating budget.

The City Council also held the first reading and public hearing of an ordinance to amend the budget for the SAPD salary adjustments during the Sept. 17 meeting. According to the agenda, the amendment is scheduled to be finally passed on Oct. 1.

The agreement's approval comes after the City announced its tentative approval on Sept. 9. In the announcement, the City stated that the adjusted payment plan "will better position the department to recruit new officers and retain existing officers."
